Important announcement
Parking Services is entering an exciting new chapter!
Beginning Fall 2026, Parking Services will transition to Ontario Tech University while continuing as a shared service for Ontario Tech and Durham College.
What's changing?

Digital parking permits: Permits for many lots will become fully digital and linked to your licence plate(s). For most lots, physical permits, hang tags and access cards will no longer be required.

Improved daily parking: Daily parking will be supported through HONK Mobile, allowing users to pay for parking using their smartphone. The platform will also allow users to extend parking sessions remotely and receive digital receipts.

Updated parking equipment: Over the coming months, some parking lots will equipment upgrades and operational changes to improve access and efficiency. Updates will be shared with affected permit holders as needed.
Parking enforcement
Parking regulations remain in effect. Existing parking permits, daily parking and pay-as-you-go arrangements will remain in effect until Monday, August 31.
Beginning Tuesday, September 1, vehicles parked on campus must have either:
- A valid digital parking permit.
- An active daily parking payment session (HONK).
Parking Services will issue follow-up communications in the coming weeks to help you through this transition.
What do I need to do right now?
Employees will be able to login into the OPSCOM portal beginning July 20 at noon to purchase their parking permit for the 2026/2027 year. Please confirm your permit before Sunday, August 2. For more information please refer to the 2026/2027 employee parking passes section on this page below.
Student parking permit sales will begin on August 4. Please note that permits are assigned on a first-come, first-served basis.
Additional information about Fall 2026 permits will continued to be shared throughout the summer. We encourage all who park on campus to watch for future updates.
If you currently have an employee parking permit, it will automatically be rolled over to the new system. We will notify you by email when you need to take action to confirm your lot selection and update your payment information to secure your new pass.
*Paid parking is in effect on campus at all times (24/7). The campus is private property and entry is permitted for attending classes and other authorized activities.

Daily parking info

Daily parking is available in two lots—pay-and-display or gated.

The cost for daily parking is $5 per hour with a maximum of $18 per day at the Oshawa campus and $14 per day at the Whitby campus.

Tap debit and credit card payment is available at exit gates.

Pay Stations accept cash, coins, debit and credit cards, and are located in the Founders 2 Lot (south-east corner) and Commencement Lot at the north Oshawa campus. Two pay stations are available at the Whitby campus, one inside the main building entrance, the second in the north entrance of the CSTT building.

Downtown daily and short-term parking is available for purchase through the Honk app or by scanning the QR code located in the lot at the designated parking areas.
- These parking lots are monitored and patrolled by Parking Services and security.
Parking permits

- Your parking permit is a licence to park on campus but does not guarantee the availability of a parking space.
- There are no refunds for pay-and-display permits.
- Continuing Education students taking evening classes are required to pay for parking.
- Permits purchased for the university's north Oshawa location parking lots are valid for that location only.
- Guest permits are available for purchase. Please contact Parking Services at 905.721.8668 ext. 2145 or parking@ontariotechu.ca.
- If your annual or semester parking permit is lost or stolen, you must apply to have it replaced and pay a replacement fee.

Refund policy
- Permit holders may apply for refunds in circumstances beyond their control such as an extended medical leave, involuntary academic withdrawal, termination of employment, or personal circumstances that result in withdrawing from Ontario Tech University or Durham College. Each refund will be reviewed and pro-rated based on the time used.
- Refunds will be reviewed on a case by case basis and approvals will be made by the Manager of Parking Services.
- Refunds may take up to 10 business days to reflect on the credit card statement.

Registration information
The new parking services portal opens on Monday, July 20 at noon. If you plan on purchasing a parking permit this fall, please log into the parking services portal and confirm your permit before Sunday, August 2.
Please ensure that you are double checking your selected permit and payment frequency before making payment. If you have selected the annual permit, the fee will be deducted as a lump sum payment for the entire year.
Follow the instructions below to purchase your parking permit:
- Login or create an account in the OPSCOM portal.
- If you are an employee with an active parking permit, your account has already been created. Enter your email address in the username field and click forgot password to reset your password.
- If you do not have an active parking permit, please click create account, select the appropriate staff user type, and use your employee email address to sign up. The employee number is your banner ID.
- You will receive an email from parking@ontariotechu.ca containing a link to create your password. Click on the link to complete your registration. The following information is required to set up your account:
- Username (your employee email address)
- First name
- Last name
- Mailing address
- Banner ID
- On the Vehicles page, select Add new vehicle and enter your vehicle information. You may add a maximum of three active vehicles to your account.
- If you use a different vehicle, ensure it is registered to your account before parking.
- Only one registered vehicle may be parked on campus at a time. Unregistered vehicles will receive a parking fine.
- Click the drop-down arrow beside your name in the side navigation bar, select Manage Credit Cards, and then select Add Payment Method. Enter your payment information and click Make Payment. This will save your card but will not process a payment.
- If you are purchasing a monthly permit and would like the system to automatically charge your saved payment method when your permit renews each month, you must enable Permit Rollover. Otherwise, the renewed permit will remain in your cart until you manually enter your payment information each month.
- On the Permits page, select your desired parking lot and payment frequency (monthly, semester, annual).
- If you currently have an active permit, it will already be in your cart where you can review it, change your lot if needed, and check out.
- You will be redirected to your cart to checkout. Select your payment method (Visa, Visa Debit, or Mastercard) and enter your card details or choose your stored payment information.
- If payment is successful, your receipt will be sent via email and you will be redirected to the receipt page within OPSCOM.
- If payment fails, please enter your payment information again or contact the parking office at parking@ontariotechu.ca.
- If you have purchased a monthly permit, it will automatically renew each month. To manage your renewal settings, select the drop-down arrow beside your name in the left-side navigation bar, click Home, and select your permit under Active Permits. From there, you can enable or disable the Permit Renewal Status.
- Login or create an account in the OPSCOM portal.

Current annual perking permit holders
If you currently hold an annual parking permit, your account information has already been transferred to the new system based on your employee email address.
Because the information has been migrated from our previous system, we recommend that you carefully review your account to ensure all information is accurate. If you notice any errors, you will be able to update them before submitting your permit request.
If your file has been transferred, you will receive an automated message from our permit management system reminding you to log in. The message will originate from parking@ontariotechu.ca.
Your current parking permit will already be in your cart where you can review it, change your lot if needed, and check out.
Please note: Your payment information will need to be entered again.
Click the drop-down arrow beside your name in the side navigation bar, select Manage Credit Cards, and then select Add Payment Method. Enter your payment information and click Make Payment. This will save your card but will not process a payment.If you are purchasing a monthly permit, please enable Permit Rollover.
For your security, payment information cannot be transferred from the previous parking system. This is a requirement of the Payment Card Industry Data Security Standard, which protects your payment information.
Please note: We’ll never contact you by email or phone to request your credit card information. Our team will always prompt you for payment information securely via the parking services portal or in person at the parking services counter.
All permit holders must enter their payment information before their permit can be activated.

Monthly permit renewals and cancellations
Monthly parking permits automatically renew each month. The payment card on file will be charged on the first business day of each month.

Registration information
Fall 2026 permits will be available for purchase starting Tuesday, August 4 at noon. If you plan on purchasing a parking permit this fall, please sign up for an account before August 4.
Follow the instructions below to sign up for an account to purchase your parking permit:
- Go to the OPSCOM portal and select create account. Select the appropriate student user type and complete the following fields:
- Username
- Email address (use your student email address)
- First name
- Last name
- Mailing address
- Student ID
- Once you click Create Account, you will receive an email from parking@ontariotechu.ca containing a link to create your password. Click on the link to complete your registration.
- Go to the OPSCOM portal and login using the account you just created.
- On the Vehicles page, select Add new vehicle and enter your vehicle information. You may add a maximum of three active vehicles to your account.

2025/2026 Employee parking permits

Purchasing a new annual or semester permit
If you don’t already have a semester or annual parking permit, use the IPASS website to register and pay for your spring/summer semester or annual permit online.
Please ensure the IPASS application indicates May 1, 2026 as the activation date.
Important: A semester permit is only valid for four months at a time:
- Fall - September 1 to December 31.
- Winter - January 1 to April 30.
- Spring/summer - May 1 to August 31.
All annual permits expire on August 31, regardless of date of purchase.

Pay-As-U-Go (PAUG) option

Register for this option on the IPASS website using a credit card. You will receive an access card to park in a designated gated lot.

Charge per day is $12 and allows the user to exit and re-enter the lot (in-and-out privilege) with no additional charge during a single 24-hour calendar day from 12:01 a.m. to 11:59 p.m.

Precise ParkLink monitors PAUG card use. Charges on the registered credit card will be applied at the end of each month; you will receive a monthly email statement.

Only available for Founders 2 and Commencement lots.

Registration information
Registration is on a first-come, first-served basis. You must use your ontariotechu.ca email address to register.
- Use the IPASS registration website to pay for your parking permit. You can choose to pay in full, or set up equal monthly payments through credit card or pre-authorized payment.
After completing the registration, you will receive an email response from IPASS within 48 hours indicating:
- Approval, with follow-up instructions.
- Declined registration due to:
- Non-institutional email on application.
- Incorrect credit card or banking information.
- Full lot
If declined registration is due to the use of non-institutional email or incorrect credit card/banking information, re-apply on the IPASS registration website with the appropriate correction.
If declined registration is due to full lot, forward the email indicating declined registration to the Parking Services office for alternative options.

Access cards and hang tags

Those with parking access cards can input the card number while registering. This card will be activated upon IPASS approval. No further action will be required.

Those without parking access cards will receive one at no charge. You can request a replacement card for $25.

New users
First time purchasers who require a spring/summer semester or annual parking pass are required to register online through IPASS.
Students purchasing spring/summer semester parking permits must ensure the activation date on the IPASS application indicates May 1, 2026. Payment for parking permits can be made through the IPASS registration website by credit card or pre-authorized payment.
You must use your student (ontariotechu.net) email address when registering. After completing the registration, an email will be sent within 48 hours from IPASS. The email response from IPASS can be any of the following:
- An approval email with follow-up instructions.
- A disapproval email due to non-institutional email on the application.
- A disapproval email due to incorrect credit card or banking information.
- A disapproval email due to full capacity reached in the requested lot.
In the instance of a disapproval email, re-submit your parking request through IPASS, making the appropriate correction.
Initial access cards will be provided at no charge. Replacement cards can be requested for $25.
Important information
Accessible parking
A limited number of parking spaces are available for people with disabilities. To park in these areas drivers must:
- Have a valid parking permit, pay-and-display ticket or daily parking ticket.
- Display their accessible parking permit from the Ministry of Transportation.
Carpooling
Electric vehicle charging stations
It costs $3 an hour to charge your vehicle on campus. Note: The hourly fee applies the entire time the vehicle is plugged in, even after a vehicle is fully charged. Drivers should move their vehicles after charging is complete to allow others the opportunity to use the system.
Payments must be made directly through the ChargePoint app. You’ll need to download and install the app on your mobile device, and create an account, before using a charger on campus.

Important notes and guidelines
- You must have a valid parking permit or day pass properly displayed when parking in an electric vehicle (EV) charging parking stall and/or using an EV charger.
- Permit holders with card access can visit the Parking Services office in the Gordon Willey building to pick up an EV dashboard pass, which they can display in their vehicle to show proof of a valid permit and avoid ticketing.
- Permit holders with a valid hang tag for a different lot may park in the EV charging stall while they are using the chargers, if their hang tag is displayed.
Any unauthorized or improperly parked motor vehicle will be ticketed at the vehicle owner’s risk and expense.
Bicycles and motorcycles
- Cyclists should park their bicycles only in the racks provided.
- Bicycles found in buildings or chained to trees, posts, etc. will be relocated to the closest rack.
- Motorcycle holders must pay for parking.
